Membership is currently from Jan 1st to Dec 31st each year , renewable by Jan 31st . Membership is open and welcomed .Please read the club constitution prior to committing , we have few restrictions but those that are in place are adhered to for your safety and continued enjoyment of the excellent flying site available all year round .

Fenland Model Flying Club General Constitution Effective 9 th December 2015

 

1 The name of the club shall be Fenland Model Flying Club herein after referred to as “The Club”.

 

2 The Club shall be affiliated to the BMFA and all Club members must be members of the BMFA.

3 The object of The Club shall be for the enjoyment of flying powered radio controlled aircraft and to establish safe and responsible practises associated with such activities.

4 Membership of The Club shall be open to persons with an interest in aero modelling. The Committee reserves the right to refuse membership to any person and to withhold the reason for refusal. a The privileges and rights of membership shall be available to all persons accepted as members of The Club subject to said persons complying with The Club rules, BMFA safe flying guidelines, CAP 658 and the Fenland Airfield (EGCL) agreement. This includes having proper regard for matters of construction and operation of model aircraft. b Each new member will be subject to a probationary period of 6 months. At anytime during this period the membership can be terminated by the Committee, or the member, without prejudice on either part. A 50% refund will be given only on The Club fee. The BMFA membership and any joining fee will remain in effect.

 

5 Membership of The Club will be graded as follows a Senior Member – an ordinary member 18 or over on the 1st January.

 

  b Junior Member - an ordinary member age under18 or still in full time education on the 1st January.

 

  c Guest Member – a temporary member being a BMFA member and hosted by an ordinary member.

 

6 Junior members under 18 cannot attend the site without their parent or appointed guardian.

 

7 Guest membership terms shall be as follows a Limited to non members of The Club wishing to fly at The Club site at the invitation of a club member.

 

  b Prior arrangements must be made via a member of the Committee.

 

  c They will be subject to The Club and BMFA Rules and it will the responsibility of the host to ensure they comply.

 

  d The host will be responsible for ensuring their guests (max No. 2) have signed the club guest book and have a valid BMFA membership card that is to be produced to any member on demand.

 

  e They are allowed a maximum of 3 flying sessions, after which a transmitter fee of £5.00 is payable on each and every subsequent visit.

 

8 Insurance cover is provided by BMFA membership and it is the member’s responsibility to be aware of the terms and conditions

 

9 The Club Rules will be published to each member. Acceptance of membership shall be deemed to imply acceptance of these rules and continuance of membership shall be dependant on compliance of these rules. a Changes will only take place at the AGM or, in exceptional circumstances, an EGM. b No item may be created, deleted, or amended without 75% majority vote of members that are present at the AGM or EGM.

 

10 Rule breakers will be subject to the following disciplinary procedure a Minor rule breaches will be dealt with by a caution from a Committee member, preferably on the spot.

 

  b In the event of repeated or a significant rule breach then a written warning will be given by the Committee.

 

  c If the member fails to respond then the Committee will invite them to a meeting at an agreed time and place to discuss the situation and will advise that they are considering withdrawal of membership.

 

  d If the member fails to respond to reasoning or fails to attend without reasonable cause, the Committee will advise in writing that their membership is withdrawn stating the reasons why this decision is reached.

 

  e The member will be given the right of appeal at a Club EGM held at a previously agreed date and time. The motion to uphold withdrawal of membership will be by majority vote of members attending the EGM.

 

11 The Club Constitution will be published to each member. Acceptance of membership shall be deemed to imply acceptance of the Constitution and continuance of membership shall be dependant on compliance of the Constitution. a Changes will only take place at the AGM or, in exceptional circumstances, an EGM. b No item may be created, deleted, or amended without a 75% majority vote of the members present at the AGM. c All members shall be allowed 1 vote each.

 

12 No member shall by virtue of his actions, or neglect, jeopardise the ability of the membership to continue the use of either the flying site or facilities. Any such action will be dealt with by the Committee, as per the procedure outlined under Item 10, and in serious cases can lead to immediate suspension or withdrawal of membership.

 

13 BMFA proficiency testing will take priority over any other activities and times will be announced on the notice board 2 weeks beforehand where possible.

 

14 Subscription rates will be agreed annually at the AGM for the following year and shall become due on the 31st January. a Each subscription year runs from 1st January to 31st December.

 

  b Subscriptions will be charged per year or 50% from 1st September. c Subscriptions are non refundable with the exception of 4b.

 

15 The Club finances will be dealt with by The Club Treasurer. a Cheques require a minimum of 2 signatures (either Chairman, Treasurer, Secretary). b Cheques over £600 will only be issued with majority consent of the Committee.

 

16 The Club Committee is to be made up of elected members as follows Chairman Vice Chairman Treasurer Secretary Assistant Secretary Training Coordinator Safety Officer Assistant Safety Officer Information Officer / BMFA Liaison Officer Welfare Officer Events Co-ordinator Web Administrator Field Maintenance Co-ordinator a No member will be deemed eligible for election to a Committee position unless they have been a fully paid up member for a minimum of 2 consecutive years. b The committee will resign each year at the AGM but they may stand for re-election.

 

17 The Club will elect, at the AGM, members to be BMFA registered Club Examiners / Instructors for the forthcoming year by majority vote of those present.

 

18 Dissolution of The Club shall be considered only at an EGM called for the sole purpose of determining any such action. The Club shall not be dissolved except by a minimum 80% majority of votes of The Club’s current membership. If dissolution is agreed, then any assets held by The Club will be dispersed as follows: a Any donated item (except cash): by offering return to the donor. b Trophies: by offering custody to the last winner. c Other assets: by auction amongst members. d Residual items left after the above steps: by auction, sale or gift to any other takers. e Cash in hand: By equal distribution to The Club members.

 

19 Data Protection Act. Each member’s details will be kept in structured files for The Club and BMFA administration purposes and will not be distributed outside the Committee to members or non-members.

 

20 The FMFC Deposit Account (Emergency Fund) can only be used to fund the replacement of the field should the situation occur, or to meet compulsory running costs to maintain the field should the “Club Fees” show a deficit in this area, due to insufficient membership income only. To use this fund for any of the above emergencies would only be by way of a vote at an EGM with all club members requested to attend and advised prior as to the reason for the meeting.
